On November 3, 1903, Panama declared its independence from Colombia with the backing of the United States. Following the Colombian Senate's rejection of a treaty that would grant the U.S. rights to construct an isthmian waterway, President Theodore Roosevelt sent American warships to prevent Colombian forces from quashing the Panamanian uprising. Shortly after sovereignty was secured, the new Panamanian republic signed the Hay-Bunau-Varilla Treaty, ceding a zone across the isthmus to American control to build and operate the Panama Canal.
